Disabling Commands doesn't work

When commenting out or renaming a command, the original command will always stay.
The /report command in the Nameless Plugin is overriding my existing system which is preventing players from submitting reports on certain servers.
I am submitting this here because I could not find an Issues category under the Nameless Plugin forum.
