This error occurs if the file vendor/joypixels/emoji-toolkit/lib/php/src/Ruleset.php does not exist, in which case you will need to reupload it from the latest Nameless release.

You can try renaming it on your computer to Ruleset.txt, then once it has uploaded, rename it back to Ruleset.php.
