Does this support different Languages like Norwegian for example? And does it support forms, application forms, and being able to make your own forms. 

Nameless includes several translations, and Norwegian is already included. You can change the active language in the AdminCP's Core tab.

As for forms, there's currently one staff application form available, where you can customise the questions. The ability to create new forms is planned, and will be released in the near future.

Does this support private forums as well? Where people can make a thread and only they can see it and other staff members, but not the public.

This is planned for the upcoming 1.1, hopefully it's not too far away.

Also, this doesn't support overlay for skin for example look at my head, it's missing the second layer: http://namemc.com/s?Henaminator and last question, is there a spigot/bukkit plugin? If so, where do I download it?

There will be an option to choose which skin is displayed (either head or helmet) in the upcoming version 1.1 (enhancement request), as at the moment only the head is displayed.
As for the plugin, there is a plugin currently in development that will be ready in the near future hopefully. It will support user registration from ingame, along with group synchronisation within the first version.

Hey @Henaminator long time ago i see you changed to NamelessMC ;P but for custum pages you using the custum page side or custm files? If you using the custom page side maybe you have deleted the extra file in pages? Or forgot the // on url when u created the site
